Some other changes are more questionable though I think, but I appreciate the effort to differentiate weapons more. I think it should be some % chance, or only 100% for the highest ranking enemies. I'm not sure if I agree with the sword and plasma launcher always despawning if used by a defeated enemy though. Mostly I liked the logical changes to some specific encounters and things like the energy sword being used by all Elites of high enough rank if at low health and you're up close.
